NCTC operates under a 12 member governing board. The boards’ members represent various geographic areas of the county as well as different areas of expertise, including that of a parent or guardian of a person with a developmental disability.

The board meets once a month on the third Thursday. The meetings are held in Seneca with the exception of 2 meetings per year which are held in Sabetha. The remaining board members approve the appointment of new members. Board terms are for three years and a member can serve up to 3 consecutive terms if reappointed by the board.
