Community service providers such as the Nemaha County Training Center Inc., have for some time, experienced great difficulty attracting and retaining direct support staff (staff who work directly with persons served). NCTC has been unable to pay competitive wages to staff due to inadequate funding from local, State, and National funding sources. NCTC residential services seems to have the most difficulty due to the fact that the hours of the residential positions (evenings and weekends) make the job even less attractive. At times NCTC has had 50% of its residential positions open at one time.
Currently the State of Kansas Legislative Budget committee is recommending an increase in the rate that community providers such as NCTC receive for providing services. This proposal calls for a several year approach to building up overburdened community based service providers while also adding some new individuals to services.
Please call your Kansas legislators and ask them to support the legislative budget committee recommendations for the public Developmental Disabilities System.
